Charles was born in Cuba, New York in 1842; family moved to Wisconsin when he was still a child. He served in the Civil War, WI infantry, graduated law school in New York, member of Missouri state house of representatives from Barton County, 1873 74; U. S. Representative from Missouri, 1875 79, 1883 85, 1893 95, 1909 11 (6th
